以下中英夾雜以利對照原題XD:

"are allowed to dump":
1969 1970 1971 1972 1973 1974
dump量 10 8 9 3 2 1
(從以上可看出，1972後仍然被允許dump，只是reduce了)
===============================================================
"had been allowed to dump":
1969 1970 1971 1972 1973 1974
dump量 10 8 9 0 0 0
(可看出1972後就沒了，這裡跟原題句意不符，因為reduce不代表減到0)
(考邏輯!!?? XD)
若這裡不是reduce，而是eliminate或是stop
就可以使用had been
