D指的"pension was increased"意為養老津貼"總金額""隨著"需要補助的老人人數增加而增加，
（例如100，一人一萬，總金額要100萬；
若增加到200人，同樣一人一萬，總金額就增為200萬）
不管人數多少，每人分的錢一樣多，不至於有些人沒有better off。
E的意思，是說老人的小孩也會給老人錢，但不多給，只夠老人能舒服過日子，
所以政府多給錢，小孩就會少給錢，以致於老人拿的錢和以前一樣多，沒有better off。
