logical line:

what we gonna prove is
whether "more expensive" really affects driver's decision.
A tells nothing on HOW "more expensive" affects driver's decision.
indeed,soaring gas price is the same thing as rising $5 fee.
as i see here,
this choice is like adding a fact, rather than weakening the argument.
B gives you a fact that even though parking fees already make driving cost
considerably higher, people still choose to drive private vehicles.
obviously, "more expensive" does NOT work~
such fact reveals HOW "more expensive" affects the decision.
