(C)說的是 "when ~ rebound before"，即過去復甦時所發生的情況，
文章說的"不會復甦"和 (C)說的"復甦時"情況剛好相反。
另外，正如你的想法："說不定"不是競爭造成的。
所以你認為(C)對的道理是"說不定"成立，
選答案不可能選一個"說不定"成立的答案。
