兩句結合 (即合併劃線處) = He hasn't been and probably will never be allowed to

#2. would v.s will
好問題，以下只就“時態”相關的用法做說明：
will: 用來討論或預測“未來”。Ex: All my savings will be spent by next year.
would: 討論或預測“過去的未來”。 Ex: He said he would be leaving soon.
I knew I would be tired the next day.
所以依照原句文意來判斷指的是“未來”，用will。

文法上皆正確，
意義上則視說話者語氣和強調處來判定。
就像流行歌曲、電視劇和電影中常出現的追求不果台詞：He/She never will be mine，
強調never顯而易見。 =.='
