[問題] SC一道問題

想請教是否有高手可以針對C選項最後的"there were"做解釋嗎？？謝謝～～
看到as many than我就先刪了Ａ,Ｂ,Ｄ這三個選項
最後就在Ｃ跟Ｅ這兩選項做抉擇～～
但我覺得Ｃ選項的there were怪怪的～～
前面是there is 後面是否也是接there was??
還懇請個位高手指教！！謝謝
