這題答案應該是D，考表動作的動名詞無法和表狀態的動名詞或動作性名詞平衡，表動作
動名詞通常呈現Ving+O結構，establishing limits, closing waters,
requiring fishers都是，但是E選項的the establishing of/the closing of都是表狀態
動名詞寫法，無法和表動作的requiring fishers平衡。
