Faden chairperson of the federal advisory committee of experts [it assigned] to do a report on the history and 這個修飾的是前面的experts，it指白宮完整意思是「由白宮所指派的專家們所組成的聯邦諮詢委員會」 ethics of the government’s radiation experiments on humans in the 1950’s and 1960’s. 所以文法是沒問題的， it assigned其實是that the white house assigned（先行詞作為受詞時關代可省略）（白宮被代名詞it代替）整句話的意思個人覺得是是：白宮在1994年任命Dr Ruth R.
