For a even number of observations, the median is the average of the
two middle values
62/2=31, median = the average of the 31st and 32nd
13+1+14=28
so we can discover that the 31st and 32nd are locate in measure 4

Suppose the wholesale price is 20, then the retail price is 20*1.35=27.
Now the retailer sell it with the price 20*1.21=24.2
so 24.2/27 = 0.896, 1-0.896=0.104
you have 10.4% off
