[心得] 煎熬的「爭取退費」

各位大大你好，雖然現在離日本地震事件已有一段時日，但我想告訴那些還沒有爭取到退費的戰友們請不要放棄！因為我今天終於收到ET$的回覆以及退費。(整個過程大約3~4個星期) 我是先從網路取消及改時間(我有兩場)，然後再打電話給他們爭取退費，但我建議大家還是先打給本地考場，以電話修改的方式比較妥當。所以我寫的第一封信是本版大大所提供的範本改編： Today (29 March 2011) I rescheduled the GRE general test from Tokyo to Philippines due to the earthquake and the radiation leakage just happened few days ago. Rescheduling the appointment cost me ï¼ 50 USD. However the earthquake is an unpredictable situation, thus I don't think the rescheduling fee is reasonable in my case. Therefore, I would like to ask for refunding me the rescheduling fee. Regards name_first: xx-xxxx name_last: xxxx regnum: xxxxxxxxxxx submit: Send e-mail 接著他們回覆我的第一封當然是罐頭信，說4月底以前取消免費，4月底以後只能改期免費。然而我看到板上有許多大大都有成功爭取到退費的案例，所以我認為這個答覆我不能接受，於是打到美國ETS中心詢問，而他們的回答竟是美國ETS無法處理這個問題因為我已經在網路取消/修改了，所以他叫我打去日本的ETS，他們才有權處理這個問題。我依然不能接受這個答覆，但我無法在電話上頭再跟他多爭吵什麼，畢竟他給我的答案都是一樣的，所以接著我又寫了一封信： I am a college student who lives in Taiwan, and there are several things that I hope someone can help me solving. I registered for the GRE test on 5/31 and 6/1 in Japan, but as the horrible earthquake happened, the trip became impossible. Therefore I swapped the test on 6/1 to Philippines, since there were no suitable exam sites for me to choose, I had to give up on the test on 5/31. As I made my reschedule and cancel online, $50 USD was charged for the reschedule of 6/1 and the full registration fee of5/31 was just, gone. The first letter I wrote was sent on Wednesday (GMT +8); just to explain my situation and hoping that I could get my money back. The reply did give me the information I needed, but my question was still unanswered. It said that I can get a free-of-charge reschedule, then how come I was charged for $50 USD already? Does that mean that I will get that $50 USD back after that reply? How can I make sure that my should-not-be-charged-fee has been taken care of and given back to me? And here comes another problem, there were no other suitable exam sites or times that I could choose, I didn’t want to cancel my registration on 5/31 either, but there is nothing I can do about it! Am I the one to blame for the earthquake damaging Japan? If not, how come I’ve got to pay for it? So I phoned the number in USA, the one dealing with general issues of GRE. But I was then informed that I have to call the office in Japan in order to get that reschedule charge. I wonder that, I could reschedule online then how come the office in USA cannot give me my refund? We students across the globe have spent a large amount of money for these tests already, and now we are asked to make over sea phone calls like they are free? If the problem was solved, I think no one would mind this little effort, but the point is, the problem is still here, unsolved. I am not the first one to encounter this kind of problem, and there are friends of mine who did get their total refund, no matter for the reschedule or cancel. So I believe that this problem can be solved, since there were many successful cases before me. Once again, here, I ask for my full refund of the registration fee for 5/31 ($190 USD) and the extra-should-not-be-charged fee for 6/1 ($50 USD). I do not wish to make any more phone calls that keep telling me to call somewhere else from the one I am calling. And please do not send me one of those official documents that contain nothing but information that I already have, and well understood. Thank you very much for your time. If we can be of assistance to you in any other way, please feel free to contact us. 完全無視我寫的慷慨激昂！但無可奈何為了ETS吞下的那筆藥錢我只好還是打電話給日本 ETS，可想而知的，日本ETS說他無權處理此問題，要我打給美國ETS。事情到這個地步，只有.......................................................... 再寫一封信拉不然怎麼辦....=__= 於是我再寫了一封信，完全已經是殺紅了眼！ I have encountered some problems, again. As you may have seen from the previous letters I wrote, I made a phone call to the office in USA, and I was told that, in order to get my refund of $50, I need to call the office in Japan since they were the locals therefore in charge. So I got a number, and I did make the phone call. Unbelievably, the local office told me that they could not help me with my situation, since the exam site has been rearranged to another country, there’s nothing they could do for me. So, what am I to do now? I followed every step I was told, but none of my troubles were solved. The charge of $50 USD for rescheduling was unnecessary, then why can’ t I find a possible way to regain my money? And from the experience of the two international phone calls I made, I learned that phone calls are useless, they did me no good at all. Here I ask once again, to regain that unnecessary charge of $50 USD, and I believe that this decision of yours can be made through emails. Furthermore, I cancelled one of the GRE exams that I registered, because there was an unpredictable earthquake that struck Japan. There was no other suitable exam sties or exam dates for me to choose, since everyone flocked away to rearrange their exam sites, just like what I tried to do. I do believe that the register fee that I paid should be returned, since no one was to blame for that quake. And I do know that I am not the only one who thinks this way, and there are friends of mine who also encountered the same situation, and got full refund back successfully. Please do not make me make any further international phone calls, you know I have an exam to prepare.
