I was trying to post this as a reply to another article, however, when I came back, the articles disappeared.... Anyway.. I would suggest you just do it by yourself. First, a PhD thesis usually contains tens thousands words; this definitely would causes money issues. Moreover, if you really need to get a people checking your thesis, this person should be 1. very good at English writing; 2. know what you have been doing in your research; 3. have a PhD or an equivalent degree, so that she or he knows what is the quality required for a PhD thesis. You can always say the second and third points are not so important for translation or grammar correction. However, you don't really want your main points in your thesis confused in the corrected version, even the English reads alright. On the other hand, nearly all the English adults owning an academic degree can write good English, however, not every one of them is PhD. Why? Think about this. If you decide to do it by yourself, you can read it through, take a break, and repeat this process, again and again. Even English do this for their writing. Spell checking software or software including spell checking usually helps. Get another people in the same situation as you are now, do it for each other.
