被批打房不力 央行太沉重

中央銀行「打房」動作頻頻,但國內房地產價格卻是愈打愈高,央行屢遭外界批評。不過
,從央行職掌來看,央行能管的頂多只能針對銀行的授信風險、利率、貸款成數等進行管
控,其他太多土地面、市場交易制度面的控管並非央行管得到,單面批評央行失責似乎太
過沈重。
常見部分建商、房仲公司為了力撐房價,採取「交叉買屋、過戶」墊高單一戶的價位,以
偏蓋全誤導社會對房價的印象。
舉例來說,汐止某社區內一坪10餘萬元的中古屋等待賣屋賣了大半年賣不出去。但附近有
買家一口氣買下三棟別墅改建為八樓電梯住宅後,即喊出每坪45萬元行情。實際上買主即
是所有人,行情任由擁有土地房屋者,與地主自行交易的「參考價」刻意炒作墊高。但實
際上附近成交價根本看不到這種價位,這樣的「人為炒作」卻始終見不到主管機構的查核
、管控。
日前興富發旗下齊裕榮造以每坪230.7萬元天價買下高雄美術館特區2470坪土地,京城建
設在出售土地後再次高價標下另一土地,其間雖有業者土地地理位置或作帳等需求的買賣
考量,但當一塊土地以高於市場行情價的「偏高」行情成交後,主管機關沒人關切、任由
市場以「市場自由機制」的放縱行為來看,台灣房價飆漲,根本就已「隨心所欲」到誰都
管不著。
央行總裁彭淮南也曾建議將「房價」納入「物價」管控,不外是希望將房價「透明化」列
入重要物價管理,比照早年物價督導會報的查價精神,一旦有人趁機炒作房價,等同於早
年物資短缺時期,任意哄抬油、米價格者,一律重罰。
而物價督導會報就要進行實地調查了解,否則就算央行利率拉得再高,天價房價還是隨處
可見,惟有將房價視同物價等同視之,徹底查辦,才可杜絕炒樓歪風。
