看起來校方也仍沒有明確答案
但為了visa沒有疑議 還是建議考IELTs囉

Unfortunately we are awaiting updates regarding this situation from the administrators of the TOFEL test. At this stage we are advising our overseas students that it may be best to be extra certain and take the IELTS test so there will definitely be no issues with visa granting. Apologies for not having any further information.
