The number of universities in Taiwan is overgrowth.
It leads to 3 outcomes.
and their relationships are 1 leads 2 and 2 leads 3. (1->2->3)
1 The average resource for every student: DOWN!
2. Cost of every students: UP!
3. Quatility of students: DOWN!DOWN!DOWN!
