I would suggest "Taichung".
You can make reservation on the buffet-style restaurant on Christmas Eve,
several hotels in Taichung do have buffet-style dining service.
After dinner, you can go to Tunghai University.
Go to Luce Memorial Chapel, it's very nice.
People come for evening church services and await the bells to usher
in Christmas Day.
Or you can go to Jing Ming Street area, there will be some Christmas carol.
You may experience the warmth of Christmas.
