[Ask ] When can I skip the word "that"

Hello, I'm learning and got a question which no one can answer for me. Sometimes, we use "what", "which", "that", "when" and so on to add more discription to explan the things we want to say. However, as I know, sometimes those words can be skipped. I am confused with that how to distinguish the sentances which can skip those words or not? Are there any rule can be fulfill? And which way of providing sentances is formal? or informal? EX: The system in the city is better than (that) in the suburban. I like the girl (who) has the red hair. you can just say "i like the girl with the red hair"
