Try my best. May not be correct, since I didn't get the "hospital corners".
In the upper part of the article, the faults of environmental
destruction, and the decrease of animals are put on the state borders,
the trading in Asian market, and the demand of rich China people.
For that, Mander just can't agree. The author metaphor Mander's
opinion as a sheet of blame which covers people in both west and east
evenly through the timeline.
