簡單的說 政府打算把菸裡頭的尼古丁含量減少 以降低焦油對人體的為害
並且題目最後明白表示 那些已有煙癮的人 會抽更多的菸來彌補每根菸尼古丁的減少量
所以這樣的訊息提供了一個預測 就是那些成癮者吸入焦油的量 不會因為這樣的措施
而減少 A選項是針對題目中最後一句:"intend to react to such reductions by smoking
correspondingly more cigarettes"而來---->也就是政府給我少多少 我就給你吸回多少
的意思
此外 題目並未提供任何訊息是關於未成癮者的 換句話說 未成癮者會怎樣並不在此題目
的探討範圍內 並且B是說 那些沒有成癮的人 也會開始抽更多的菸 顯然在題目中並沒有
隱射到這部份
