以上that made之後是修飾 the act of Congress的形容詞子句
所以S是the act, V是 established
句意就是那個..的國會法案，在1800被通過，也建立了國會的自由..

: ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
: city, Washington, D.C., also establishing the Library of Congress.
: ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
: 參考答案為(A) 請問(E)的不佳之處 (btw,我被also誤導了)
這題made 是the act 的動詞， 之後的establishing 有兩種可能
1的主詞是the act, and the act establishs 省略成現在分詞，
或是the new federal city, W, D.C, that establishs 省略成現在分詞,
所以可能產生模糊~
跟also沒有什麼關係吧
