超級感謝！這麼快就回答了我的問題！那個 NEW plants 有讓我開竅了一小點。
不過就以你的解釋來說，A&B差距該變小卻沒變小，你說是否因為B也改進了C，
我在想的就是有沒有可能B並不是改變C，而是改變了D。
oil如果是只有火力發電才會用到的東西，太陽能電廠用不到的話，oil就會是那個D。
所以癥結應該是你說的 "NEW 這個字出現在那裡，應該有他的原因"，
oil price的改變，對舊的和新的power plant都適用，這裡特別講New plant，
要想成 efficiency 比較合理。
