我剛剛找了一下這條題目，在2008年時就有人在討論
那時的og應該是og11，是可以接受so as to用法的我認為
在我自己做題目的時候的判斷優劣用法順序：
[最好的] so that, so as to, enough to [最爛的]
這題的a選項為什麼對，是因為og不喜歡so as to 的原因是to v的動作發出者不明
比如：the employers pay the workers so as to prevent future conflicts.
亂造的句子，但是因為前面有主詞跟受詞兩個名詞，所以to prevent的動作發出者不清
而這題的a選項前面只有一個主詞major economic shifts，用so as to不會造成混淆
c選項為甚麼錯，則是unable to be distinguished跟be indistinguishable相比
犯了兩個禁忌：
1.被動表達劣於主動
2.unable to be distinguished可以合成一個字indistinguished
代表前者冗長。
我在og12跟prep08好像還沒做到so as to為正確答案的題目
