重點是欲設特別帳戶以增加存款，我有疑問的是B、D選項。
照Ｂ的敘述，市民就沒有誘因在特別帳戶存款，存款也不會增加。
照Ｄ的敘述，僅轉移帳戶而非增加存款。
答案是Ｄ，但是Ｂ看起來也很合理，想請問錯在哪？
