[請益] 文法問題，one dependent upon與be dependent upon

眾文TOEFL iBT 托福分類字彙，第6篇，The Changing Style of the Plains Indians
第二段中間偏後，有一句話是這麼寫的
A new way of life was established, one dependent upon following bison herds.
書上的翻譯是，"他們建立了新的生活方式，靠著追逐野牛群為生"
但是在這邊，dependent是形容詞吧？
而我在字典上查到的用法都是，be dependent upon（依靠...）
如果one是主詞，那be去哪邊了呢？
如果不是這樣解讀，那我該怎麼解讀才對呢？
