這不是倒裝句, 是 modifier, 或本地英文教學社群予稱的"分詞構句;"
句子中有代名詞"it," 指的是前面的 development。
這個部分的意義是補充說明"該發展(This development,)"
是在"在歐洲經濟掉到谷底後, 因應而生。"

This earthquake,
coming as it did when some tectonic movement had been observed by seismologist,
did not cause much damage because people had taken necessary precaution.
