賣家需要在案件開始之後寄通知給買家且不得晚於兩個工作天，或在交期開始的
兩個工作天內，無論發生任何延遲 (除了最後賣家不能遵守最後期限，但他們有
提前通知買家，這樣也算無延遲) 並且假設這案件進行的期間。這樣的證書就是
最終的。
