這裡的it的確是指代budget沒錯, 可以做allow的邏輯主語沒問題
: A選項中除了要還原原形be controlled錯誤外，後面這樣是ok的嗎?
表達命令或建議的語氣在that子句中要接原型動詞, 因為省略了should,
也就是B選項還原為：
the money (should) be controlled by local school districts
另外還有個重點要提醒, 就是only不能擺在動詞的前面
