The differences between euchromatin and heterochromatin are the packageing status of nucleosome.
For euchromatin, the nucleosomes get on-off the DNA frequently.
For heterochromatin, the nucleosomes stay on DNA and don't get off.
Some other mechanisms, such as DNA methylation can make covalent modification,
and keep the nucleosome saty on DNA all the time.

As for gene expression, the transcription factors will compete off the nucleosome.
similar situation will happen when DNase tries to digest DNA, so those places become
"HYPER-sensitive".
