Actually, it has to do with the belief that on totem poles (ie http://www.planetware.com/i/photo/stanley-park-totem-poles-vancouver-cdn1273.jpg), the position on the pole held importance (this is not true though, as sometimes the 'higher status' figure is on the top, sometimes in the middle and sometimes on the bottom). In any event, to move up a notch on the totem pole refers to moving up a position on the pole (again: assumption being that higher up means higher status). When it comes to having brothers/sisters, the older brother/sister will be higher on the totem pole when you're younger at least - because s/he's bigger - and can thus boss you around. So when you become a big sister/brother you get to boss the younger one around (finally!) - thus moving up a notch on the totem pole.
