這兩段文字想要介紹的是，央行得以透過購買(或銷售)銀行持有的金融商品來增加
(或減少)現金供給。
銀行手中的現金被轉換為金融商品的形式(例如把現金借出去變成借據，這個時候借據
就是一種金融商品)儲存起來。市場上的現金如果不夠的話，要求借款人立刻還錢是不
太容易的。這個時候央行就可以出面用現金買下銀行手中的借據，銀行就又有現金了，
流動性就增加了。反之亦然。
