I wouldn't like to argue with your opinion.
Just offer some piece of disconfirmatory evidence against your argument.
I am one of the oversee students who live in the condition,in which
you just described. I do get my fellowship,which is not pocket money,
from my school, but I have to teach 7 credits per semester,
which could not count as my PhD training and
which is more than some of the professors teach in the universities in Taiwan.
BTW, all my students whom I taught this semester have jobs. They pay for
their UNDERGRADUATE degree by themselves; although some of them do get
scholarship, the amount cannot cover all the expenses.
