當然不是，這是舊聞了。
英文教學: "allow" = 允許
它不是用"must" "should"這一類的用字 (必須)
「允許你做xxyyzz」並不等於「你必須做xxyyzz」; (重要邏輯觀念)
因為它是把原本沒有的福利多加了一項, 讓你現在有資格多做一件事
什麼福利? 讓h1申請書上選擇到境外領館報到的人，可以反悔而有境內轉換身份的福利
移民局發現原本選境內轉換的人不多 (但一定有)，因為很少人能預測境內轉換會有新福利
這些人是名正言順可以自動擁有新福利的
很多申請者(律師)預期不能境內轉換，而選了到境外領館報到，
自動放棄了轉換身份的資格
所以移民局要發出4/18的新通知來把這些「沒有遠見」的人也一網打盡，讓他們同時受惠
