台北市長柯文哲打房出奇招!他日前接受建中學生專訪時指出,認為房價「一下就倒了」
,像規定買第二棟房子不准貸款,價格就會下來;或是每個人都「計坪」,超過規定坪數
就要加重課房屋稅,以達打房效果。
建中青年社上月中針對大巨蛋案專訪柯文哲,談到護樹問題時,柯說,常把綠地變水泥地
,但不是每個人都需要住那麼大的地方;北市空屋率是8%,很多人把空房當作「囤積商品
」。他認為,台灣的房地產已變成「金錢遊戲」,更舉自家為例;搬進去快2年,3、5樓
都一直空著,7樓也空2戶,屋主的目的就是要「炒房」。
柯文哲表示,北市的房價要降,只要規定第二棟房子不准貸款,價格就會應聲而倒。但是
為什麼政府不敢樹立這些規定,因為國家已經「失去了這種理智去治理」,還把很簡單的
東西搞複雜。
對於房屋稅,他也有一套想法,認為可採用「計坪」作法。比方說1人享有20坪空間,1家
5口就是100坪,超過100坪的部分就加重課稅,因為那是「囤積」。
對於柯文哲的看法,前北市副市長、政大地政系特聘教授張金鶚說,抑制房價有各種方式
,但不希望用太激烈的手段,造成房市快速「崩盤」。關鍵在房子是自住或非自住,有的
人第二棟房子也是自己或家人住,應該要「近人情」。可以從降低貸款成數、漸進式調高
貸款利率等方法著手。
張金鶚指出,執行方式的可行性也要考慮,以坪數作課稅門檻,恐怕不如用戶數來得容易
。他也建議,柯文哲應從「市府可以做的」開始進行,像是調整30年沒有動的舊有房屋評
定價值,應該就能減少閒置房屋問題。
