I think you should spend less time on figuring out the
grammatical structure of a sentence.
It is useful for linguists to parse a sentence into
a tree with separate grammatical elements when doing
analysis of a language, but in my humble opinion this
is probably not for the average student.
It is more important to learn what's right, and being
capable of identifying what's wrong. With proper exposure,
these abilities come with practice and becomes intuitive.
Thus,
- Learn your sentence structures through extensive,
not intensive readings, and
- Learn to get the meaning of a discourse through
the intuitive, and not the analytical way.
Back to the question you asked, "... wants the limit
lifted on ..." could be rewritten as "... wants to lift
the limit on ..."
The bottom line: This is a common sentence structure
not usually mentioned in "grammar books" and to learn
a language well, you don't read the books on the language
you read the books IN that language...
