[英中] commission、project schedule與with？

Since these two Units will be completed and commission in different
time of project schedule, Contractor shall apply design review and site
investigation with Kaohsiung City Brigade separately to meet schedule
requirement.
由於這兩項設備，將在不同專案進度的時間完成及委任，承包商應偕同高雄市消防隊，分
別施行設計審查及現場堪測，以符合進度要求。

黃字的部分我真的不太懂意思，
有人知道該怎麼潤飾嗎？
commission可以當「及物」動詞，
但這裡的commission卻是不及物動詞，
這是我最搞不懂的地方！＞＜
請大家給我一些意見，
麻煩各位板友了！
