如果兩句是連起來的話，
那第一句套用前輩的翻譯，加上第二句的翻譯，大致上是：
他們（they）被送到一個不把他們當一回事的部門去，
而這些調派的缺點，就是沒有人願意負責，
而且私部門（也許該翻成私人公司？）也會高度（強烈）反對公家機關的任何變革，
因為他們（私部門）的生計端賴現狀的維持。
所以不願意公家機關有任何新的改變或作法囉！
